Otis Flannegan, the Ratcatcher, was Gotham's City's ratcatcher, until he was sentenced to twenty years for abduction, aggravated assault, second degree murder, and destruction of public property. He escaped during his parole meeting, only to be recaptured during an attempt to flood Gotham's sewers and subway.
